Furthermore, VDPs encourage dual sourcing from a pool of certified domestic vendors, a hallmark of resilient supply chains.

3. Institutionalizing Resilience: VDP under the RAMP Initiative

Under the RAMP (Raising and Accelerating MSME Performance) initiative, supported by the World Bank and the Government of India, vendor development is being institutionalized at the state level.
 
SkillLabs and RAMP in Himachal Pradesh: Implementing partners like SkillLabs are developing regional vendor ecosystems helping local MSMEs align with large buyers, meet certification norms, and integrate into formal supply chains.

On the ground, this work often begins with direct engagement. For example, during field interactions, the SkillLabs team recently met with a HF Super Ice Cream franchise dealer in Naduan, Himachal Pradesh to assess operational gaps and explore opportunities for vendor development support. Such engagements help micro-enterprises understand quality expectations, documentation needs, and the pathways to integrate into formal supply chains.


By nurturing clusters of capable local vendors, these programmes are gradually reducing dependency on external suppliers and creating localized value networks that contribute significantly to national resilience.
