What is the RAMP Scheme?
The RAMP (Raising and Accelerating MSME Performance) Scheme is a World Bank-assisted Central Sector Scheme launched by the Ministry of Micro, Small and Medium Enterprises (MoMSME) to support various COVID-19 resilience and recovery interventions.
Objectives of RAMP
Improve Access to Market and Credit
Enhance market access and credit facilities for MSMEs.
Strengthen Institutions and Governance
Strengthen institutions and governance at the Centre and State levels.
Improve Centre-State Linkages
Foster collaboration and partnerships between the Centre and States.
Address Delayed Payments and Greening
Address issues of delayed payments and promote greening initiatives in MSMEs.
Components of RAMP
- Strategic Investment Plans (SIPs): Center has prepared SIPs for all states/UTs, outlining outreach plans, key constraints, and budget requirements for priority sectors.
- National MSME Council: Center has established an apex council for overall monitoring and policy oversight, headed by the Minister for MSME.
Funding and Implementation
- Total Outlay: Rs. 6,062.45 crore, with Rs. 3750 crore as a loan from the World Bank and Rs. 2312.45 crore funded by India.
- Implementation Strategy: Funds have flowed through RAMP into the Ministry's budget against Disbursement Linked Indicators (DLIs), focusing on improving market access and competitiveness to the State Government who will act as nodal aegencies.
